This looks like an electric leadlight lamp and if you want to have it wired it can be. But it's actually an unusual candle holder with a beautiful shade. 
 
The shade is soldered leadlight glass, heavy and in excellent condition. The base is metal, sold to me as bronze but I'm not so sure. In any event, it's metal and it's nicely cast. It stands 33cm tall.
